Responsibilities
Under the direct supervision of the Head of Human Mobility and Migration Governance Pillar and the overall supervision of the Deputy Chief of Mission in BiH, the incumbent will be responsible for the coordination and management of IOM projects in the field of migration and border governance and mobility pathways.
- Coordinate timely and effective implementation of the projects under the assigned portfolio in accordance with respective work-plans and project documents.
- Provide technical guidance in the area of migration and border governance, i.e. counter trafficking, counter smuggling, IBG and labor mobility, including draft issues papers and policy briefs in these areas.
- Exercise quality control over all procedures and documents within the projects, and ensure activities are in line with IOM and donor guidelines and requirements.
- Ensure that the projects implementation is aligned with and contributes to UN and IOM global and regional strategies and thematic policy frameworks as well as Government priorities and strategies.
- Provide technical guidance and coordinate the work of supervised staff.
- Coordinate drafting of high-quality project reporting, including ad-hoc, interim, annual, and end-of-project reports.
- Monitor the need for and draft projects revision as needed.
- Monitor the work of sub-contractors, track budget expenditures, and supervise the work of experts.
- Analyze progress and implementation, identify and document significant project events, decision, problems, deviations, raise them with relevant project staff, and report the to the Head of Pillar Coordinator and Deputy CoM.
- Support the Mission resource mobilization strategy and preparation of the project proposals in above areas, taking into account national and donor priorities.
- For projects and activities of regional nature, coordinate with relevant Sub-Regional Project Managers and Sub-Regional Senior Programme Coordinator.
- Prepare talking points, briefing notes and other documents as required.
- Assist relevant IOM missions in developing and maintaining strong liaison with relevant governmental authorities, donors, and other stakeholders.
- Participate in various technical-level inter-agency and relevant coordination meetings relevant to the projects and as required.
- Undertake duty travels related to project implementation as required and authorized.
- Perform such other duties as may be assigned.
Qualifications
Education
- Master’s degree in Political or Social Science, Law, International Relations, or a related field from an accredited academic institution, or
- Bachelor degree in the above areas with two years of relevant professional experience;
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in project management;
- Knowledge and experience in setting priorities, in devising policies and strategies as well as in conducting advocacy.
- Knowledge and proven experience in the field of migration and human rights, migration governance and human trafficking;
- Experience in working and liaising with Government authorities, other national/international institutions (including EU institutions, UN agencies and civil society) and donors;
- Familiarity with EU and US projects and procedures and civil society actors is an advantage.
- Valid driving license for this position is an advantage.

- Computer literate with good to advanced knowledge of Microsoft Office.

Languages
- Fluency in English and one of the local languages (Bosnian/Croatian/Serbian)
IOM’s official languages are English, French and Spanish.
