Background:
The post is located in the Human Resources Section that is part of the Fund Administration Unit (FAU) of the OSCE Mission to Bosnia and Herzegovina. The FAU supports programmatic departments in the implementation of the mandated activities. The key objectives of the Section are planning, organizing and managing the human resources of the OSCE Mission to Bosnia and Herzegovina. In addition to this post, the Human Resources Section comprises the following posts: National Chief of HR (NP3), National HR Officer (NP2), National HR Officer (NP1), two HR Associates (G6), and one HR Assistant (G5).
The primary purpose of the role is to deliver support activities and processes that require careful assessment, interpretation and selection of various courses of action. It includes support to preparation and implementation of the Mission’s learning and development plan, organization of learning activities, trainings, workshops, onboarding new staff, procedural and technical support to performance management process (PMP), e-Learning, training database maintenance and update of Intranet page on Jarvis. The incumbent serves as an administrative point of contact for staff development needs in the Mission. All tasks are completed in compliance with relevant policies, procedures, and regulations.
Tasks and Responsibilities:
Under the direct supervision of the National Human Resources Officer (NP2) and the overall supervision of the National Chief of Human Resources (NP3), the successful candidate will be tasked with the following duties:
1. Analysing learning needs in the Mission through Learning Needs Assessment (LNA) and learning objectives in the performance management system; Assisting the National Human Resources Officer in the development and implementation of a comprehensive Learning & Development Plan for the Mission; Serving as administrative point of contact for the internal staff learning & development needs of the Mission, and assisting program departments in the organisation and co-ordination of individual programmatic trainings;
2. Organising, implementing, facilitating and co-ordinating relevant training courses, workshops, and other development programmes including notification of all Mission members on dates, time, subject matters and other relevant details about training events/workshops/courses; Liaising with training providers, researching and identifying partner organisations, training providers and institutions to conduct training courses, seminars and workshops, as requested. Providing logistical support, booking facilities and equipment, preparing learning materials and other support items for training projects, drafting Terms of References (ToRs) for consultants, keeps attendance records;
3. Designing and updating Power Point presentations & visual identity of training materials when required. Maintaining and updating training calendar and other information on staff learning and development on Intranet; Keeping record of all training events and participants in the training database; Maintaining the training files and keeping log of training material used at various training events for further reference and planning purposes; Creating and compiling feedback forms and other related information after each training event; Creating online surveys and conducting evaluations for various HR needs including L&D activities/events;
4. Providing technical and administrative support for the induction of new Mission members through online on-boarding programme and other mandatory courses. This includes post-appointment communication with staff on their registration in Talent Management system, setting probationary performance objectives, participation in mandatory courses, following up on their completion and responding to different requests for additional information and assistance;
5. Assisting supervisor in the maintenance of the Performance Management Process (PMP) by providing initial PMP training to the new comers, supporting staff in the use of the electronic PM tool, administering PM documents workflow, monitoring timely completion of the objective setting, mid-year review and end-of year review phases in accordance with predefined PM cycle, advising staff on the correct PMP procedures in accordance with SI 15/2004 Rev.2. on Performance Management in the OSCE; Monitors and notifies staff and supervisors on the probationary period end dates;
6. Undertaking research on a range of HR related issues and provides support to the supervisor in the preparation of statistical analysis and reports; Drafting written response to queries concerning HR related matters; supporting recruitment activities such as organization of tests/interviews or screening of applications, as required; Providing general office support services; processing, drafting, editing, proofreading and finalizing for signature/approval a variety of correspondence and other communications.

Necessary Qualifications:
- Secondary education supplemented by formal training in human resources management, general administration, or in teaching adults;
- Minimum five (5) years of working experience in human resources administration and development or related area, preferably in an international environment;
- Prior experience in coordination and delivery of training courses and projects;
- Demonstrated experience in the application of human resources policies and practices in the area of staff development and in administering a broad range of HR actions,
- Professional fluency in English and in local languages with excellent communication (both oral and written) skills;
- Computer literate with practical experience using Microsoft applications.
Asset:
- Experience with Enterprise Resource Planning (ERP) systems, such as Oracle or SAP;
- Experience with Survey Monkey and Canva applications.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will includeparticipation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
